change results of table by changing active cell

I'm looking to utilize the value of the active cell to change the results of formulas in other cells.  For this example, I have created a matrix with 1-6 across the top and 1-6 down the side.  I want the results of the table to change depending on the value of the active cell.  I have created two examples. One where the active cell has a value of 2 and one where the active cell has a value of 3.  Therefore depending on which cell I click on the left, it will change the values of the entire table.
Can this be done using functions within the formulas of the table or do I need to have those formulas use a VBA function?
